What is a mutual exchange or Home Swap

A mutual exchange or home swap gives council or housing association tenants the opportunity to live in the property and area that best meets their needs.   The ability to house swap is a right under UK law, introduced to ensure that people that live in council houses have the same oppporunities and flexibility as those in the private sector.  For many council tenants house swapping is the only way of moving around an area.

A house swap simply involves finding another council or housing association tenant and arranging to swap properties.  The process can also involve more than two tenants if there is no one in the area you are looking to move to who wants to move to your area - see three way swapping for more detail.
